Regulations of International Students Registration and Management at Changzhou University (Trial)


Chapter I General Principals

Article 1 In order to maintain the order of education and teaching, strengthen the standardized management work of international students in China and improve the training quality of international students, taking the actual situation into consideration, Changzhou University Registration Management Regulations(hereinafter referred to as ‘The Regulations’) are formulated on basis of "Management Measures of Enrollment and Training of International Students in Colleges and Universities", "the Quality Standard of Higher Education for International Students in China (Trial)" issued by the Ministry of Education, "the Management Measures of Enrollment and Training of International students in universities in Jiangsu Province" and relevant registration management measures for undergraduates and graduates of Changzhou university.

Article 2 The Regulations are applicable to full-time undergraduate international students and graduate international students enrolled in the university(hereinafter referred to as international students)


Chapter II Admission and Registration

Article 3 International students who have been officially admitted to the university should go through the admission procedures at the university with their own passport, admission letter, visa application form for international students (JW202 form) and other relevant documents on the designated date, and also go through the registration procedures in their affiliated colleges. Students who are unable to go through registration procedures on schedule for some reasons should explain the reasons to the International Office and apply for leave before the start of the new semester. The duration of leave should not exceed two weeks. Those who do not ask for leave or exceed required time for leave will be deemed to have given up the admission qualification except for the legitimate reasons such as force majeure.

Article 4 The college conducts a preliminary examination on the admission qualifications of new students, and shall finish admission procedures and registration work for those who have passed the examination. If a freshman's passport, admission letter, JW202 form or other supporting documents do not accord with their actual situation, or do not meet the admission requirements, the admission qualification will be cancelled. The college will submit the preliminary examination list to the International Office, which will submit the list to the Office of Academic Affairs and School of Graduates after review, and the Office of Academic Affairs and School of Graduates will incorporate the information of international students into the academic management system of the university.

Article 5 After the freshmen registered in the school, the university will go over the enrollment materials, students’ health status, documents and certificates according to the enrollment regulations within three months, and the International Office will complete the registration of freshmen in website of “China Higher Education Student Information and Career Center” according to the relevant requirements of the Ministry of Education. International students who fail to pass the re-examination will be cancelled admission qualification, but they will enjoy the right of presenting and defending themselves.


Chapter III Educational System and Length of Schooling

Article 6 Educational system of different majors shall be conducted according to the Law of Higher Education and the relevant regulations issued by the Ministry of Education, and the schooling period for undergraduate international students is 4 years, for graduate international students is 3 years. The longest length of schooling for international undergraduate students is 6 years (including suspension and retention of qualification for admission), 4 years for students transferred from junior colleges, and 5 years for graduate students(including suspension and retention of qualification for admission). The length of schooling for international students shall be calculated from the date of registration.


Chapter IV Assessment and Record of Results

Article 7 International students shall participate in the assessment of the courses and various teaching links specified in the training plan, and the results of examinations shall be recorded in the score list and be kept in academic archives. Assessment is divided into examination and test. Assessment and evaluation methods, make-up examination and re-study of failed course as well as cognizance of violation of exam rules, cheating in the examination refer to “Changzhou University Implementation Details of Assessment and Results Record for Undergraduate Courses”, “Changzhou University Management Measures of Study for Graduates” “Changzhou University Points-Based Management Measures for International Students(Trial)”, etc.

Article 8 International students should participate in the activities specified in the major training plan on time. Those who are unable to attend on time shall ask for leave in advance and obtain approval. If not it will be dealt with as absence from classes or exams according to “Changzhou University Management Measures of Attendance of Academic Activities for Undergraduates”, “Changzhou University Disciplinary Measures for Students Violating Rules”, “Changzhou  University Points-Based Management Measures for International Students(Trial)”, etc.

Article 9 For international students who have failed in the exams of certain courses, they should take the make-up examination organized by the university before the next semester (there is no make-up examination for the practical link, thus students shall study again). For those who have still failed in the make-up examinations, they should study the course again after paying the re-study fees. Within the length of schooling, there is no limit in times of re-study.

Article 10 International students should participate in teaching evaluation and credit-system course selection at the end of each semester, and confirm the course selection and select missed courses at the beginning of each semester.


Chapter V Transfer of University and Major

Article 11 Generally, international students should complete their studies in the admitted college. If the student is sick or has special difficulties or needs, or is unable to get used to the learning requirements of the university, he may apply for transfer to other universities.

Article 12 International students who are interested in or good at other majors may apply for transfer to other majors. The application should be approved by the college from which the student wants to transfer out and the college to which the student wants to transfer in and then be submitted to the International Office and the Office of Academic Affairs for review. In principle, the transfer procedures for international students are only handled once in the second semester after admission, and will not be dealt with at other time. Principally, international postgraduates are not allowed to change their major after admission.


Chapter VI Suspension and Resumption

Article 13 In case of illness or some special reason, the international student can apply for suspension from study following the below procedure: First submit a written application to the college. After the approval of the college, the application shall be submitted to the International Office for review and approval. After the Office of Academic Affairs and the School of Graduates kept the application on record, the student may start suspension. Period of suspension is one year each time. The international student has the right of resuming study after suspension but during suspension he doesn’t enjoy the rights as those students on campus and cannot come to attend academic activities at his own will. All words, deeds and resulting consequences of international students during the suspension period shall be borne by the students themselves.

Article 14 Upon the expiration of the suspension period, the international students shall submit a written application for resumption of study to the college one week before the start of the new semester and go through the relevant procedures. In principle, international students who return to college from suspension should be enrolled in the lower grade classes of their original majors, and the credits obtained before the suspension are regarded as valid. International students who do not apply for resumption of schooling beyond the suspension period will be automatically dropped out.


Chapter VII Academic Warning and Dropout

Article 15 In the fourth and fifth weeks of the first semester of each academic year, the university will issue academic warnings to international students who have registered for study in the previous academic year but whose credits of compulsory courses in the training plan are less than 40% of the required amount. Academic Warning will be sent to the international students themselves by each college.

Article 16 International students may drop out if they are under one of the following circumstances:

1. Receive Academic Warning twice;

2. Fail to reach the graduation requirements within the maximum length of schooling stipulated by the university;

3. Fail to apply for resumption of schooling within the time limit prescribed by the university or fail to pass the examination after applying for resumption of schooling;

4. According to the diagnosis of the hospital designated by the university, international students who are suffering from disease or accidental disability and cannot continue to study on campus;

5. Fail to participate in the academic activities prescribed by the school for two consecutive weeks without approval;

6. Fail to register within the time limit prescribed by the university and do not go through procedures of application for delayed registration;

7. Other special circumstances, which the university considers necessary for international students to drop out.

Article 17 International students who apply for quitting university should fill in the application form, which should be approved and signed by the college, reviewed by the International Office, reported to the Office of Academic Affairs and School of Graduates for the record, and then submitted to the responsible president for final approval. After final approval from president, international students can receive the notice of change of registration status and go through the quitting procedures.

Article 18 If international students are advised to drop out from university, the college should inform the student of the fact, the reason for making this decision, the basis of the decision as well as the right of statement and defense which students shall enjoy; The college shall also cooperate with legal counsellor of university and provide relevant documents of dropout for legality review and then report to International Office. International office shall submit the relevant documents to principal office meeting or specialized meeting for discussion and final decision.

Article 19 International students who have dropped out of university should complete the procedures of leaving campus within 10 days from the date of approval of dropout.


Chapter VIII Graduation/Completion and Incomplete Schooling

Article 20 International students who have completed study according to the training plan within the period of schooling prescribed by the university with qualified grades of all courses and achieved the graduation requirements stipulated by the university are allowed to graduate and the university will confer qualified international students graduation certificates. International students who meet the requirements of obtaining academic degrees shall be conferred corresponding degrees. The graduation certificates and degree certificates shall be filled in according to the date of issue.

Article 21 International students who have completed study according to the training plan but fail to meet the graduation requirements stipulated by university can apply for completion of study. International students can apply for extension of study time (no more than the maximum length of schooling) according to their personal learning situations. Students who fail to meet the graduation requirements and do not apply for extension of study time will be automatically treated as completing study.

Article 22 International students who have completed their studies can apply to the university for getting course credits within the length of schooling, once they meet the graduation requirements, the university will confer them graduation certificates. Students who still have failed courses after reaching the maximum length of schooling will not be conferred with graduation certificates.

Article 23 For international students who have been studying in university for more than one year (except for being expelled from university), the university will issue a certificate of incomplete study or a realistic study proof. For international students who have been studying in university for less than one year or have been expelled from university, the university can provide a realistic study proof.


Chapter IX Management of Academic Certificates

Article 24 The university shall fill in and issue graduation certificates, degree certificates, certificates of completion of study and other academic certificates in strict accordance with the type of education, form of teaching determined during enrollment as well as the personal information filled in by students upon admission. The writing standards of certificates shall be implemented in accordance with the relevant provisions of the state and the university.

Article 25 International students shall have reasonable and sufficient reasons if they apply for modifying or changing name, date of birth, passport number and other personal information necessary for electronic registration or filling in certificates and shall provide corresponding documents with legal effect. The application shall be raised by student himself and be reviewed by college and International Office and then be submitted to “China Higher Education Student Information and Career Center” and meanwhile reported to Office of Academic Affairs and School of Graduates for record.

Article 26 In the case of loss or damage of the graduation certificate and degree certificate, the student himself can apply to university for obtaining a certificate of proof. The university will issue the certificate of proof to the student after verification. The certificate of proof has the same effect as the original certificates.


Chapter X Appeal by Students

Article 27 If international students have any objection to the university's decision on handling their registration status, they may submit a written appeal to the Committee of Student Appeal of the university within 10 days from the date of receiving the decision and can refer to “Changzhou University Measures of Student Appeal Handling”.


Chapter XI Miscellaneous

Article 28 Matters that are not covered in the Regulations shall be dealt with according to relevant management regulations of the university.

Article 29 The Regulations shall come into force from the date of issue. The university authorizes the International Office, Office of Academic Affairs and School of Graduates to interpret the Regulations.
