Regulations of Scholarship and Grants for Postgraduate International Students of Changzhou University (Trial)
Chapter 1 General Provisions
Article 1 The methods are formulated to support international students to successfully complete the postgraduate studies, encouraging international students to study seriously and positively. According to Order No. 42 "Administrative Measures for School Recruitment and Training of International Students" and the spirit of the "Administrative Measures for the Recruitment and Cultivation of Foreign Students of Universities in Jiangsu Province", issued by the Ministry of Education, Ministry of Foreign Affairs, and Ministry of Public Security, and in accordance with the specific conditions of international students in Changzhou University, these Measures are specially formulated.
Article 2 The school establishes a leading group for the assessment of foreign student’s postgraduate awards of Changzhou University, which consists of leaders of the university authority, managers of relevant functional departments (Postgraduate school, Finance office, and International office), relevant leaders of schools, and representatives of postgraduate’s supervisors. The leading group is responsible for overall leadership, supervision, evaluation and coordination.
Article 3 Each school unit shall conduct the preliminary review and report to the International office after publicity.
Article 4 The candidates are full-time international postgraduates (Including master’s and doctoral students).
Article 5 The assessment of international student’s awards or stipend shall be based on 3 principles of “Fairness, Justice, and Open”.
Article 6 The time for graduate student to receive student grants principally must not surpass the period of study in the basic academic system.
Chapter 2 Reward Proportion, Standards, Basic Conditions and Evaluation Basis
Article 7 The international postgraduates’ scholarship and grants: basic scholarships, student grants and research grants. The first year for international postgraduates, the scholarship and grants will be awarded as the third rate of scholarships and grants. The grades with corresponding standards and proportions of international postgraduates’ scholarships and grants (second and third academic year of master's degree, second and third academic year of doctorate degree) are set as follows:

Note: The scholarships and grants are awarded as 10 months for one year.
Article 8 Basic application conditions and evaluation basis for scholarships and grants of international students (Doctorate and Master’s Students’) are as follows:
Student shall be friendly towards China, abide by the constitution and laws of People’s Republic of China, and abide by the rules and regulation of Changzhou University.
Student shall pay Insurance, Residence Permit and other fees according to the provisions.
Student shall be honest, trustworthy with good moral characters such as respecting teachers, other students, and working staffs on campus.
Student shall perform well in academic grades, and be outstanding in social practice, learning and research ability, comprehensive quality, etc.
Students shall take active participation in activities inside and outside of the university.
Article 9 From the second academic year, the awarding of scholarships and grants shall be based on postgraduates’ GPA, academic performance, and daily performance in the previous academic year. The academic performance is assessed by the Supervisor and the daily performance is assessed by the corresponding school.
Article 10 Under the following circumstances, the student shall not participate in evaluation process of awarding scholarships and grants.
Criminal detention, public security punishment or administrative punishment for violating Chinese laws, breaking the rules or regulations of Changzhou University.
Illegally staying in China, failure to register or extend the temporary residence permit on time.
Participating in fraud while applying for scholarship by any means.
Students who retain their school status and suspend their study.
International students with 70 or less than 70 points in the remaining score of the previous Academic year will only receive basic scholarships and will no longer be able to participate for financial aid and research aid.
Chapter 3 Evaluation Procedures and Methods
Article 11 Scholarships and grants for international postgraduates is evaluated in the first semester of each academic year. The assessment adheres to the principle of fairness, transparency and merit, conducted in the procedures that student application first and college review, to prevent fraud and strictly implement relevant national and provincial education regulations.
Article 12 International postgraduates who want to apply for scholarship shall apply to their school and provide them with relevant documents. The school will fill out the Summary Sheet of the results of Scholarship Assessment of Changzhou University. After filled out, the form shall be officially stamped by corresponding school authority, submitted to the International Office in Wujin Campus.
Article 13 The result of the assessment shall be published for no less than 5 working days.
Chapter 4 Scholarship Management and Supervision
Article 14 Changzhou University strictly implements the relevant financial and economic laws and regulations of the country. The university conducts accounting division for the scholarship for international students and strengthens the fund management. The scholarship is only used for special purposes, and shall not be withheld, and should not be used inappropriately.
Article 15 If international postgraduates who violate the law, practice fraud, or violate academic integrity, shall be disqualified from the scholarship evaluation after being recognized by the relevant authorities, if he/she is in the scholarship evaluation process. If misconducts happened after the completion of the evaluation, the student's scholarships and grants will be withdrawn. If the circumstances are severe, the student shall be disqualified from applying for the master's degree or doctoral degree and shall be punished according to the rules and regulations of Changzhou University.
Chapter 5 Supplementary Provisions
Article 16 The interpretation of these measures is the responsibility of the international office (Wujin Campus). To be implemented as of the date of declaration.
