Changzhou University Points-based Management Measures
for International Students (Trial)
Changzhou University Points-based Management Measures for International Students (Trial) (hereinafter referred to as the Measures) are formulated to better maintain the order of teaching and learning, to strengthen the school disciplines, to protect the legitimate rights and interests of international students, and to promote the healthy development of international students by following the relevant regulations on students management of Changzhou University and on account of the real situation of international students.
Section I General Principles
The Measures shall apply to all degree and non-degree international students of Changzhou University. Each international student has an initial total of 100 points per academic year. The duration of the above points is one academic year. The remaining points of the previous year will not be counted in the next academic year. When a student violates any law and regulations, the points will be deducted according to the Measures. When the points are deducted, the students will be informed in writing form. When the deducted point amounts to 30, a warning is given to the student; at 60 points, the scholarship is canceled; at 80 points, the residence permit will be shortened to 6 months; at 100 points, the residence permit will be canceled or not be extended. Students who violate China's laws and regulations or the school rules should also bear corresponding responsibilities based on the laws and regulations.
Section II The Deduction Measures
1. Violation of Study Disciplines
(1) 1 point for being late for one class or leaving class early, and 2 points for skipping one class.
(2) 5 points will be deducted for disturbing the classroom order; 10 points will be deducted each time when arbitrarily tampering with the attendance or other learning records; 10 points will be deducted when treating the teacher with impoliteness or cheating the teacher; 20 points will be deducted for causing conflicting with or insulting the teacher.
(3) Loss of 10 points for being absent from one exam, 20 points for discipline violation in one exam, 30 points for cheating or assisting others to cheat during an exam, and 50-100 points for cheating for the second time after being given a warning, organized cheating or disturbing the examination order.
(4) 20 points are deducted each time if there are any acts of falsifications, concealment and deception in any award and prize evaluation.
(5) 50-100 points are deducted each time in any case of plagiarism, falsification, and forgery in dissertation, publicly published research, or purchasing\ ghostwriting papers.
2. Violation of Dormitory Disciplines
(1) 10 points will be deducted for unauthorized electrical wiring in the dormitory or within the dormitory area for personal use.
(2) 20 points will be deducted each time when using open fire, unauthorized electrical appliances, explosive and other any prohibited products on campus.
(3) 10 points will be deducted for repeated behavior of unplugging all the electrical equipment when leaving the dormitory.
(4) 20 points will be deducted each time for obstructing dormitory managers from performing their duties, or for disobeying, cheating or abusing dormitory managers.
(5) 20 points will be deducted each time for making loud noises, or playing music so loudly that causes disturbances for others.
(6) 20 points will be deducted each time for smoking and excessive drinking in the dormitory.
(7) 10 points will be deducted each time when littering or throwing things randomly; 30-50 points will be deducted each time in case of causing personal injury and damage of public property.
(8) 20 points will be deducted each time for taking motorcycles, electric bicycles, etc. into the dormitory.
(9) 20 points will be deducted each time for damaging, dismantling, refitting dormitory equipment or moving the fire-fighting and alarm devices.
(10) 10 points will be deducted each time for accommodating in the dormitory unauthorized visitors or people of opposite sex, and 50-100 points will be deducted if any bad effect is caused.
(11) 10 points will be deducted each time for switching dorm rooms without any permit.
(12) 10 points will be deducted each time for returning to the dormitory after 11 p.m. without getting permission in advance.
(13) 20 points will be deducted each time for staying out all night without getting permission in advance.
(14) 30 points will be deducted for living off campus without approval, 50 points if any bad effect has been caused.
(15) 10 points will be deducted each time for violating regulations of dormitory visitors.
(16) 10 points will be deducted each time for keeping pets in the dormitory.
3. Violation of Daily Disciplines
(1) 10 points will be deducted for vandalism on campus or disturbing the order of the campus.
(2) 20 points will be deducted each time for noisy gathering and trouble making, for causing any disturbances after drinking and any other disturbing acts in or outside of the campus; 30-100 points will be deducted in case of causing serious consequences.
(3) 20 points will be deducted for leaving campus without approval for three days, 30 points for four to six days, 50 points for seven days or more, and 100 points for up to two consecutive weeks.
(4) 20 points will be deducted for failing to pay the fees of tuition, insurance, accommodation, etc on time; 30 points for purposely delaying the payments.
(5) 20 points will be deducted each time for failing to apply for temporary accommodation registration or residence permit on time.
(6) 20 points will be deducted when committing any act of harassment, molestation, insult of others, or peeking, sneaking shots, etc. in the bathroom and public places; 50-100 points will be deducted each time for causing serious consequences.
(7) 20 points will be deducted each time for setting off fireworks and firecrackers or incineration items on campus, 50-100 points for causing any serious consequences.
(8) 20 points will be deducted each time when riding motorcycles, electric motorcycles and unlicensed electric bicycles on campus; 10 points each time for failing to park licensed electric vehicles properly or charging the vehicles at non-designated areas; 20 points each time for disobeying campus traffic management, insulting or beating campus security; 50-100 points for violation of traffic laws and regulations or campus traffic management regulations, and the student bear all the corresponding legal responsibilities if resulting in traffic accidents. 50-100 points for driving motorcycle, electric bicycle, etc. after drinking, and students should bear corresponding legal responsibilities.
(9) 50 points will be deducted for illegal employment or working.
(10) 30 points will be deducted each time for using the Internet and any other media to distribute untrue information and cause bad effects, and 100 points if the consequences are serious.
(11) 100 points will be deducted each time for dissemination of religion and religious speech on campus, establishment of venues for religious activities, holding collective religious activities or formation of religious groups and organizations inside the university.
(12) 100 points will be deducted each time when establishing or participating in illegal organizations, holding or participating in any illegal demonstrations, assembly, demonstration, etc.
(13) If a student engages in a fight or an assault but has not resulted in any criminal or public security management penalty, the following points shall be deducted according to the seriousness of the case in addition to taking responsibilities to the corresponding civil liability (including the victim’s medical expenses, nursing expenses, nutritional costs, etc.):
a. 100 points for the provoker, the organizer, and the main participants of the fight.
b. 60-100 points for instigating, providing equipment or conditions for the fight.
c. 30-60 points will be deducted in the case of shielding others or making perjury for fights, depending on the circumstances.
d. 30-60 points will be deducted when participating in a fight, depending on the circumstances.
(14) 60-100 points will be deducted for gambling, theft, or fraud depending on the circumstances.
(15) 100 points will be deducted for drug abuse, drug trafficking, drug production, seduction or deception of others to consume drug.
(16) 10-30 points will be deducted in the event of disobedience of management, obstructing university staff from performing their duties, cheating or abusing the managers of international students.
A total of 100 points will be deducted in case of any violation of the above disciplines, and violation of the laws and regulations of the People's Republic of China; the offender will be subjected to administrative detention and criminal investigation by the judicial.
Section III Miscellaneous
1. Matters that are not covered in the Measures shall be dealt with according to relevant management regulations.
2. The Score Deduction Form will be notified in a written form to the student being processed, and the date of receiving shall be recorded and signed by the recipient on the Receipt of Score Deduction Form. The date of receiving on the Receipt recorded by the recipient is the date of delivery. The ways of delivery are as follows:
(1) Direct delivery: The Score Deduction Form is delivered directly to the student. The date of receiving on the Receipt recorded by the student is the date of delivery.
(2) If the student refuses to sign on the Score Deduction Form, representatives of staff or student at present will be the witness and record on the Receipt of Score Deduction Form the reason and date of the rejection. Besides, senders and two or more witnesses could sign or seal and leave the Score Deduction Form at the recipient’s residence. Otherwise, senders and two or more witnesses could record the delivery process by photographs, videos, etc. when leaving the Score Deduction Form at the recipient’ s residence, which is deemed as successful delivery.
(3) Delivery by post: If the student has left school, the Score Deduction Form may be sent by post. The date on the receipt of post is deemed as the date of delivery.
(4) If it is difficult to contact the recipient, an announcement of the Score Deduction Form will be made on the school website, news media, etc, which will be deemed to be delivery after 60 days from the date of the announcement.
Direct delivery is generally implemented within 5 days after the deduction is effective. The other delivery methods are generally executed within 10 days after the deduction is effective.
3. In case of any discrepancy in interpretation between the Chinese edition and the English edition of the Measures, the Chinese edition shall prevail.
4. The Measures shall become effective from the date of issue, and shall be interpreted by the International Office and the School of Overseas Education.
